Prohibits hospitals and medical facilities from using restraint or seclusion on minors and vulnerable adult patients unless necessary to prevent injury, part of a treatment plan, or to preserve others' rights

Requires less intrusive interventions to be attempted first before any restraint or seclusion may be used, and limits duration to only as long as the danger persists

Bans physical restraints that threaten a patient's life, including those that may restrict breathing

Defines three types of restraint: mechanical (devices restricting movement or communication), chemical (drugs to control behavior, excluding standard prescribed medications), and physical (personal restrictions limiting body movement)

Defines seclusion as confining a patient alone in a room from which they cannot voluntarily exit
