Limits neighborhood board member terms to a maximum of one year in counties that utilize neighborhood boards

Requires counties to provide both electronic and in-person voting options for residents to elect their neighborhood board members

Mandates counties to revise their charters, neighborhood plans, or ordinances to comply with these new requirements

Requires counties to submit compliance reports to the Office of Elections, which must inform the legislature of any county noncompliance

Appropriates an unspecified sum from state general revenues for fiscal years 2025-2026 and 2026-2027, to be expended by the City and County of Honolulu for compliance costs, effective July 1, 2025
