Authorizes the U.S. Department of the Interior to adopt regulations for administering the Hawaiian Homes Commission Act, including guidance on sections 202, 204, 207, 210, and 214

Requires Department of Interior regulations to protect beneficiary rights, advance self-determination of HHCA Beneficiary Associations and Homestead Associations, and maintain federal oversight of the land trust

Changes Hawaiian Homes Commission composition requirements: at least 5 members must be native Hawaiian beneficiaries (as defined in section 201(a)), while no more than 4 members may be descendants of at least one-fourth Hawaiian blood

Maintains the current 9-member commission structure with geographic representation requirements across Honolulu, Hawaii, Maui, and Kauai counties

Includes a severability clause allowing portions requiring federal consent to take effect only upon receiving that consent, without affecting remaining provisions
