Creates the "Abortion Survivors Protection Act" requiring healthcare providers to provide medically appropriate life-saving and life-sustaining care to any infant born alive following an attempted abortion

Establishes criminal penalties including second-degree murder charges for intentionally killing a born-alive infant, manslaughter for recklessly failing to provide care resulting in death, and fines up to $10,000 and/or 5 years imprisonment for using born-alive infants for scientific experimentation

Allows civil lawsuits against violating healthcare providers with damages including actual monetary damages, up to three times the cost of the abortion, punitive damages, and attorney's fees

Requires automatic license suspension of at least one year for any physician or nurse convicted of violating the chapter, and adds violations as grounds for professional disciplinary action

Designates infants born alive despite written relinquishment of custody as immediate wards of the Department of Human Services; effective date July 1, 2025
