Appropriates funds to the City and County of Honolulu to establish a residential sewer connection and cesspool closure subsidy pilot program for Ewa Beach residents

Appropriates funds to the County of Hawaii to establish a similar pilot program for Keaukaha residents

Pilot programs may provide rebates to homeowners, create forgivable loan programs, or allow contractors to claim funding on behalf of homeowners

Hawaii has over 80,000 cesspools that must be closed by January 1, 2050 under Act 125 (2017), but costs have made compliance financially challenging for homeowners

Both counties must report to the legislature on fund disbursement, number of homeowners assisted, and recommendations before the 2026 regular session (effective date July 1, 3000 - placeholder date)
