Establishes a Chamber of Commerce Competitive Grant Program administered by the Department of Business, Economic Development, and Tourism to fund entrepreneurship development activities

Grants of up to $100,000 available to qualifying chambers of commerce that serve at least 300 businesses and raise at least one-fifth of the requested grant amount as matching funds

Grant recipients must provide $1 match for every $5 received and use funds for entrepreneur mentoring, workshops, skill development, staffing, technical assistance, or technology upgrades

Exempts program recipients from standard grant qualifying conditions under Chapter 42F; requires annual reporting on fund usage
