Authorizes the Hawaii Housing Finance and Development Corporation (HHFDC) to allow affordable housing projects to grant preferences to applicants whose primary residence or workplace is located within five miles of the project

Aims to reduce commute times, decrease greenhouse gas emissions from vehicles, and ease strain on transportation infrastructure by enabling workers to live closer to their jobs

Intended to mitigate adverse impacts on existing residents from new housing developments and strengthen community ties to local schools, social networks, and businesses

HHFDC may adopt administrative rules under Chapter 91 to implement the geographic preference provisions

Takes effect July 1, 2050
