Designates the neighborhood commission of the city and county of Honolulu (and similar county-based commissions) as the oversight authority for applying Hawaii's sunshine law to neighborhood boards

Allows neighborhood boards to discuss official government reports that are not on the meeting agenda, but prohibits making any decisions on those reports until a subsequent properly noticed meeting

Permits boards to receive information or testimony without a quorum present, provided no decisions are made and the matters are reported at the next meeting

Effective date of July 1, 2025
