Amends Hawaii Revised Statutes Section 103D-302 to allow purchasing agencies to bypass the lowest responsible and responsive bidder in competitive sealed bidding procurements

Authorizes the head of a purchasing agency, with chief procurement officer approval, to award contracts to a different bidder if determined to be most beneficial to taxpayers or in the best interests of the State

Maintains existing authority to negotiate price adjustments with the lowest bidder when all bids exceed available funds and resolicitation is impractical

Effective date set for July 1, 3000 (placeholder date indicating intent for further amendment)
