Requires the Alcohol and Drug Abuse Division of the Department of Health to develop and implement a comprehensive messaging and informational campaign to prevent cannabis use among Hawaii's youth

Directs the Division to establish contracts with community-based organizations to award grants for evidence-based substance misuse prevention programs targeting youth

Mandates a report to the legislature no later than 20 days prior to the 2027 regular session detailing expenditures, service providers, number of persons reached, services provided, and measurable outcomes

Appropriates an unspecified sum from general revenues for fiscal years 2025-2026 and 2026-2027 to fund the campaign and prevention contracts

Takes effect July 1, 2025
