Requires wireless carriers seeking a certificate of public convenience and necessity under section 269-7.5 to demonstrate either direct capability to maintain 12-hour backup power or network access from a utility with such capability

Preserves the Public Utilities Commission's authority to regulate wireless carriers and to impose longer backup power requirements if needed

Takes effect upon approval, with provisions not affecting rights, duties, penalties, or proceedings that occurred before the effective date
