Establishes standardized terminology for county fire chiefs, state fire marshal, and state fire council to describe wildfire status in public communications, internal guidelines, formal reporting, and regulations

Defines "uncontrolled" as fires threatening life, property, or natural resources that are either not within firebreaks or burning too intensely to extinguish with ordinary tools

Defines "containment" as when a control line has been completed around a fire and spot fires that can reasonably stop the fire's spread

Defines "controlled" as when control lines are complete, unburned areas are burned out, and hotspots threatening control lines are cooled to where lines can reasonably hold

Defines "extinguished" as when no hotspots or smoke are detected for at least 48 hours, or 96 hours under red flag warning or drought conditions
