Appropriates unspecified funding for fiscal years 2025-2026 and 2026-2027 to the Hawaii Housing Finance and Development Corporation (HHFDC) for allocation to HUD-certified housing counseling agencies

Targets services to ALICE (Asset Limited, Income Constrained, Employed) households earning at or below 140% of area median income, representing approximately 48% of Hawaii households

Funds will support expanded outreach to underserved communities, housing counseling, renter and homebuyer education, and eviction and foreclosure intervention services

Requires HHFDC to submit a report to the legislature by November 1, 2027, detailing the number of clients served, types of services delivered, and client outcomes including financial knowledge gains and housing stability
