Establishes the Mauna Kea Stewardship and Oversight Authority as the regulatory body responsible for approving or denying conservation district use permits and ensuring lessee compliance after July 1, 2028

Allows the Authority to apply to the Board of Land and Natural Resources for permits for uses benefiting multiple parties, such as improvements to common elements

Exempts 13 specific conservation district use permits (including those for major telescopes like Keck Observatory, Subaru, and the Thirty Meter Telescope) from transfer to the Authority; University of Hawaii retains permittee status for these facilities

Clarifies roles established under Act 255 (2022) to maintain balance between cultural and scientific interests on Mauna Kea while preserving existing permit structures
