Establishes an Oral Health Task Force within the Department of Health to review oral health data, analyze systemic issues in oral health services statewide, and develop a strategic blueprint with goals and specific actions to improve oral health equity

Task force consists of 21 members representing state agencies (Health, Human Services, Education), universities, county representatives from Hawaii, Maui, and Kauai, dental associations, insurers, Native Hawaiian health organizations, and community advocates

Requires an interim report to the legislature 20 days before the 2026 regular session and a final report with proposed legislation 20 days before the 2028 regular session, with the task force ceasing to exist on June 30, 2028

Appropriates unspecified funds for fiscal years 2025-2026 and 2026-2027 to contract with a consultant to facilitate task force work and complete required reports

Creates temporary full-time equivalent program specialist V positions within the Department of Health's family health services division to collect and analyze oral health policy information, represent the department to the Hawaii Oral Health Coalition, and oversee task force consultant contracts
