Establishes the Hawaii Lottery and Gaming Corporation as a public corporation to conduct and regulate wagering and gaming, including lottery, poker, and casino games for individuals over 18 years old (sports betting is prohibited)

Creates a 7-member board of directors (3 appointed by the governor, 2 by the senate president, 2 by the house speaker) serving 5-year terms to govern the corporation and select a private gaming provider

Requires the corporation to be self-sustaining with no state general fund money used; all operations exempt from state taxation

Establishes the Lottery and Gaming Special Fund with net proceeds allocated to: Department of Education shortage differentials (25%), DOE capital improvements (20%), University of Hawaii capital improvements (20%), watershed/wildfire/climate protection (15%), medical student scholarships (10%), problem gambling programs (5%), and administration (5%)

Takes effect July 1, 2025, with the board required to adopt gaming rules and begin selecting a gaming provider within 180 days of initial appointments
