Exempts the Mauna Kea Stewardship and Oversight Authority from Hawaii's Sunshine Law (Chapter 92) requirements during its five-year transition period established under Act 255 (2022)

Allows two or more authority members, including enough to constitute a quorum, to meet privately to discuss authority business without public notice requirements

Prohibits members from making or seeking voting commitments during these informal meetings

Requires all decision-making actions to occur only at properly noticed public meetings held pursuant to Chapter 92

Addresses concerns that strict public meeting laws hinder authority members' ability to have frank discussions needed to rebuild trust between Native Hawaiian communities and Mauna Kea stakeholders
