Establishes the Office of Entrepreneurship, initially placed within the Governor's office and permanently transferred to the Department of Business, Economic Development, and Tourism on July 1, 2027

Director will be appointed by the Governor with Senate confirmation and must have professional training and experience in business, marketing, or community economic development

Office will serve as a liaison for businesses operating five years or less, helping them navigate state agency interactions and regulatory requirements

Sets a goal of awarding 5% of total state contracts to Hawaii-based businesses that have been operating for no more than five years

Authorizes the Hawaii Film and Creative Industries Development Special Fund to support a partnership program creating opportunities in film, media, electronic sports, and creative industries for new businesses

Requires annual reports to the legislature beginning in 2027 tracking contract awards to new businesses, including breakdowns by demographic segments, geographic areas, and women/minority/veteran ownership
