Changes motor vehicle safety inspection requirements from every 12 months to every 24 months for vehicles with a gross vehicle weight rating of 10,000 pounds or less, including motorcycles, mopeds, trailers, semitrailers, pole trailers, and antique motor vehicles

Removes the existing exemption that allowed new vehicles to skip inspection within two years of their first sale date

Cites a 2015 U.S. Government Accountability Office report finding that annual motor vehicle inspection programs do not produce conclusive evidence of improving vehicle safety conditions

Notes that only 16 states require periodic motor vehicle safety inspections, with Hawaii being one of 11 states requiring annual inspections

Takes effect upon approval by the Governor
