Requires the Office of the Auditor to conduct a comprehensive forensic audit of the Department of Corrections and Rehabilitation and Department of Accounting and General Services regarding all spending related to planning, design, financing, construction, and maintenance of a proposed new jail to replace the Oahu Community Correctional Center

The proposed replacement jail would have 1,300 beds with an estimated cost of $1 billion, making it the largest public works project in state history; approximately $25 million has already been spent on planning consultants including public relations professionals

Audit must examine accountability measures, budget compliance, procurement law compliance, and provide a complete list of all contractors and subcontractors including contract amounts, dates, and scope of duties

Both departments are required to fully cooperate with the audit and respond promptly to all requests for records and information

Appropriates an unspecified amount from general revenues for FY 2025-2026, with a report due to the legislature no later than 20 days before the 2026 regular session
