Authorizes the Department of Agriculture to adopt rules establishing a plant care component program, including fee schedules, treatment requirements, certification standards, and enforcement provisions for wood chips, compost, and filter socks

Prohibits distribution of plant care components originating outside Hawaii unless treated before arrival or immediately after arrival with department certification

Prohibits transporting plant care components between Hawaiian islands or out of state without prior treatment certification from the Department of Agriculture

Establishes administrative penalties of up to $10,000 per offense for violations, with consideration given to business size, ability to continue operations, and gravity of the violation

Appropriates unspecified general fund amounts for fiscal years 2025-2026 and 2026-2027 to implement the program and establish permanent plant quarantine inspector positions; effective July 1, 2050
