Authorizes the Department of Hawaiian Home Lands (DHHL) to apply to counties for tax increment financing to fund development projects

Amends Section 46-103 of the Hawaii Revised Statutes by adding a new subsection explicitly granting DHHL the ability to participate in county tax increment financing programs

County councils retain authority to approve tax increment financing plans and establish tax increment districts through ordinance, including setting boundaries, commencement and termination dates, and establishing tax increment funds

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed on timing)
