Requires commercial airlines operating intrastate flights in Hawaii to use at least 10% sustainable aviation fuel beginning January 1, 2030

Defines sustainable aviation fuel as liquid fuel meeting ASTM International Standards D7566 or D1655, derived from biomass, waste streams, renewable energy sources, or gaseous carbon oxides

Directs the Department of Transportation, in consultation with the Hawaii State Energy Office, to adopt rules for monitoring compliance, certifying sustainable aviation fuel, and establishing penalties for noncompliance

Requires the Department of Transportation to submit annual reports to the legislature on sustainable aviation fuel adoption, compliance rates, economic impacts, and recommendations for further action

Airlines remain eligible for state tax incentives or grants related to clean energy and greenhouse gas reduction programs
