Directs the Department of Business, Economic Development, and Tourism (DBEDT) to conduct a feasibility study for establishing a state lottery in Hawaii

Study must examine the fiscal impact, including estimated revenue and implementation costs

Study must also assess potential community benefits associated with a state lottery

DBEDT must submit findings, recommendations, and any proposed legislation to the legislature at least 20 days before the 2026 regular session

Takes effect upon approval
