Vehicle owners must be able to access their vehicle's mechanical data through a mobile application and can authorize independent repair shops to access this data for the duration of repairs

Directs the Director of Commerce and Consumer Affairs to establish a telematics system notice that dealers must provide to prospective buyers, explaining data collection and owner access rights, with dealer license penalties for non-compliance

Violations constitute unfair competition under Chapter 480, with denied access to mechanical data subject to treble damages or $10,000 per violation, whichever is greater

Effective date of July 1, 3000 (placeholder date indicating the bill requires further amendment before implementation)
