Creates a new basic housing allowance for Hawaii legislators whose primary residence is on a neighbor island (not Oahu) to help cover costs of maintaining a residence near the state capitol during legislative session

Housing allowance rates cannot exceed the federal O-9 per diem lodging rate established by the Defense Travel Management Office

Legislators receiving the full housing allowance will have their out-of-session per diem reduced by the housing amount, receiving only the meals and incidental expenses portion

Approval for the housing allowance must be granted by the president of the senate or speaker of the house of representatives

Appropriates unspecified amounts from general revenues for fiscal years 2025-2026 and 2026-2027, with funds expended separately by the senate and house of representatives; effective July 1, 2025
