Prohibits planned community associations and condominium associations from banning or restricting residents' ability to cultivate vegetable gardens within their rented, owned, or leased units

Requires renters or lessees to obtain consent from the unit owner before cultivating a garden, with owners able to withdraw consent at any time

Prohibits vegetable gardens from being cultivated in common areas/elements or abutting any building in the community

Allows unit owners to impose restrictions on water use and plant types, including prohibiting invasive or destructive plants

Preserves county authority to enact ordinances addressing water use during droughts, fertilizer use, and invasive species control
