Establishes net neutrality protections for Hawaii by creating a new chapter in state law requiring broadband internet access service providers to publicly disclose network management practices, performance, and commercial terms

Prohibits internet service providers from blocking lawful content, throttling or speeding up traffic based on source or content, engaging in paid prioritization, or using application-specific differential pricing

Bans zero-rating practices where providers exempt only some content within a category from data caps, and prohibits accepting third-party payments in exchange for zero-rating decisions

Requires all state and county broadband-related permits for attaching small cell or wireless devices to utility poles to be contingent on the applicant complying with the new net neutrality requirements

Prohibits public entities from purchasing or funding broadband services from providers that violate the net neutrality provisions, with exemptions for emergency communications, law enforcement, and national security purposes
