Mandates noncandidate committees maintain transfer records tracing original sources of funds, including identifying intermediaries who transferred money between original donors and the committee

Prohibits structuring or assisting in structuring transactions to evade campaign finance disclosure requirements, with penalties ranging from the amount violated up to twice that amount (minimum $10,000 for violations under $5,000)

Expands the definition of "expenditure" to include partisan voter activity, get-out-the-vote efforts, and communications that advocate for candidates even without express advocacy language

Requires contributors of $10,000 or more in traceable funds to disclose to noncandidate committees the identities and amounts from original fund sources within 10 days of a written request, with records maintained for at least five years
