Property managers and owners of real property where massage parlors or similar prostitution establishments are located may be charged with complicity if law enforcement searches the premises and charges anyone with commercial sexual exploitation, sex trafficking, or promoting prostitution

Property managers and owners face a mandatory $100,000 fine if compelling evidence proves complicity or inaction to address prostitution establishments, in addition to any other penalties

Workers at these establishments and victims of commercial sexual exploitation, sex trafficking, or promoting prostitution must be treated as victims and offered resources, including potential family reunification services for trafficked individuals

Appropriates unspecified amounts from general revenues for fiscal years 2025-2026 and 2026-2027 to be distributed among Honolulu, Hawaii, Maui, and Kauai counties for enforcement

Takes effect July 1, 2025
