Establishes a state arborist advisory committee within the Department of Land and Natural Resources with 9-13 members appointed by the governor, including representatives from each county committee and experts in arboriculture, urban forestry, and related fields

Creates comprehensive selection criteria for "exceptional trees" based on age, aesthetics, ecological/environmental/economic benefits, botanical value, cultural significance, historical value, landmark status, form, and size

Introduces a new "significant tree" tier-two classification for trees that meet exceptional criteria to a lesser degree, intended for education and outreach purposes only without imposing regulatory obligations or tax benefits

Requires county arborist advisory committees to have at least six members and expands their duties to include identifying significant trees and recommending protective ordinances for all trees within their county

Directs the state committee to develop a strategic master plan for exceptional and significant trees, maintain an annually updated statewide registry, and implement educational campaigns in partnership with community groups
