Excludes reconstruction of structures in the Lahaina National Historic Landmark District from coastal zone management "development" regulations, provided the structure was destroyed by the August 8, 2023, wildfires

Reconstruction must commence on or before August 8, 2028, to qualify for the exemption

Reconstructed structures cannot exceed the size of the original structure (or permitted structure if under partial construction) as of August 8, 2023

Amends Hawaii's coastal zone management findings to acknowledge the devastation from the August 2023 wildfires and the need for deliberate, coordinated rebuilding that addresses climate change and affordable housing

Preserves the authority's ability to require special management area permits if cumulative impacts or significant environmental effects are identified
