Increases the minimum fine for license plate obstruction to a flat $1,000 per offense (previously $500-$1,000 range), with each day of violation constituting a separate offense

Expands enforcement authority to allow state or county parking enforcement officers and persons authorized by law enforcement agencies to issue citations for plate obstruction violations

Effective date set for July 1, 3000
