Prohibits entities from sending unsolicited mail or email that uses high pressure tactics or misleads consumers into believing the sender is affiliated with vehicle manufacturers, dealers, mortgage companies, insurance companies, or government agencies when soliciting payment for warranties, service contracts, or license renewals.

Requires senders of such solicitations to include a clear and conspicuous disclosure statement in boldface 14-point type stating they are not affiliated with the referenced entity and that payment is completely optional.

Makes any contract entered into from non-compliant solicitations voidable at the consumer's option, with full refund of money paid required.

Defines "high pressure tactics" as marketing methods that induce payment through force, fright, threat, or undue pressure, whether explicit or implied.

Effective date set for July 1, 3000 (placeholder date indicating further legislative action needed before implementation).
