Allows attending physicians to request functional capacity examinations for injured workers who have reached medical stabilization and cannot return to their usual employment, without requiring prior approval from the employer or insurer.

Requires written notice to the employer at least 7 calendar days before the referral, including the qualified health care provider's name, address, discipline, specialty, and reasons for the examination.

Mandates that functional capacity examination reports be provided to the attending physician and employer within 14 calendar days after the examination, with examination fees paid by the employer.

Expands the definition of "health care provider" under Hawaii's workers' compensation law to include licensed occupational therapists and physical therapists for the limited purpose of performing functional capacity examinations.

Takes effect July 1, 3000 (placeholder date indicating the effective date is to be determined).
