Amends Hawaii Revised Statutes Section 804-9 to add specific factors for determining a defendant's financial ability to afford bail during pretrial release.

Excludes income from public benefits (supplemental security income, social security disability insurance, and temporary assistance for needy families) from bail affordability calculations.

For defendants with household income exceeding 150% of the federal poverty level for Hawaii (excluding public benefits), courts must consider the amount the defendant could reasonably pay within 40 hours of arrest.

Maintains existing requirements that bail be set at reasonable amounts based on the alleged offense, possible punishment, and defendant's financial ability.

Effective date of July 1, 3000 (placeholder date).
