Amends Hawaii's pedestrian-control signal law (Section 291C-33) to remove all references to countdown timers from the statewide traffic code.

Eliminates the current requirement that pedestrians must begin crossing a roadway before a countdown timer starts counting down.

Retains the existing "Walk" and "Don't Walk" signal rules, including that pedestrians who have partially completed crossing may finish even when "Don't Walk" is showing.

Effective date set for July 1, 3000 (placeholder date indicating the legislature intends to amend this before passage).
