Caps all pedestrian violation fines under Chapter 291C, Hawaii Revised Statutes, at a maximum of $25 per violation

Reduces the specific fine for pedestrian crosswalk signal violations (Section 291C-73) from $100 to no more than $25

Requires the judiciary, department of transportation, and counties to revise their fine schedules, rules, and procedures to comply with the new $25 limit

Addresses concerns that current pedestrian fines are disproportionately high compared to vehicle violations and burden low-income residents who rely on walking and public transit

Takes effect July 1, 3000
