Prohibits casinos, gambling enterprises, and gambling facilities from being developed, constructed, or operated on state-owned lands within or adjacent to the Aloha Stadium Development District or under Stadium Authority jurisdiction.

Bars the Stadium Authority from entering into any master development agreements, leases, or subleases that include or contemplate gambling activities.

Prevents University of Hawaii athletic programs from competing in any in-state venue that is physically attached to a casino, operated by a gambling enterprise, or where gambling activities are conducted.

Allows standard naming-rights and advertising agreements with gambling enterprises, provided the enterprise does not operate activities at the venue and the venue is not physically integrated with a gambling facility.

Takes effect upon approval and explicitly states the Act does not authorize any form of legalized gambling in Hawaii.
