Requires the Governor or county mayor to provide a certified American Sign Language interpreter at each live broadcast press conference during a declared state of emergency.

Mandates that the interpreter's face, body, arms, and hands remain visible throughout television or internet broadcasts.

Requires officials to provide a primary pool feed with the ASL interpreter displayed in a picture-in-picture window that is at least one-quarter the size of the primary video.

Prohibits captions, graphics, or on-screen text from blocking the interpreter, requiring repositioning if necessary.

Exempts broadcasters that rebroadcast official announcements from independently generating or inserting the accessibility features; effective date set for July 1, 3000.
