Amends Hawaii's unlawful shipment of tobacco products law (Section 245-16.5) to create an exemption for large cigars and pipe tobacco shipped directly to consumers age 21 or older for personal use, not for resale

Addresses unintended consequences from Act 62 (2023), which established the offense of unlawful tobacco shipment to prevent youth from purchasing electronic smoking devices online but inadvertently restricted adult access to cigars and pipe tobacco

Aligns state law with federal regulations that permit large cigars and pipe tobacco to be mailed via the United States Postal Service, unlike cigarettes and electronic smoking devices

Takes effect January 1, 2027
