Allows the Hawaii Department of Health to accept accreditation or certification from organizations recognized by the Centers for Medicare and Medicaid Services (CMS) as proof that licensed home health agencies meet state licensing inspection requirements.

Exempts home health agencies from state licensing inspections on a continuing basis if they hold full CMS-recognized accreditation or certification, provide certified copies of accreditation reports to the department, and maintain a valid state license.

Preserves the Department of Health's authority to conduct inspections and investigations of exempt agencies regarding complaints, adverse accreditation findings, or periodic validation surveys.

Requires that survey reports and official accreditation or certification letters used for compliance determinations be made public information.

Takes effect on July 1, 2026.
