Expands environmental assessment requirements under Hawaii Revised Statutes Section 343-5 to cover proposed uses within three categories of historic properties: sites on the National Register or Hawaii Register, properties considered significant under Hawaii administrative rules (section 284-6(b)(5)), and traditional cultural properties recognized by the state historic preservation division.

Amends existing law that previously only required environmental assessments for uses within historic sites designated in the National Register or Hawaii Register under the Historic Preservation Act of 1966 or chapter 6E.

Mandates environmental impact statement preparation for any proposed use affecting properties recognized as traditional cultural properties pursuant to section 6E-42.

Takes effect upon approval with no specified appropriation or sunset date.
