Prohibits public school students from using telecommunication devices (cell phones, smartphones, smartwatches, tablets) on school grounds during the entire instructional day, including lunch and recess, beginning with the 2026-2027 school year.

Exceptions allow device use with teacher or administrator permission for educational purposes, for documented medical needs, during school emergencies, or when required by an IEP, Section 504 plan, or ADA accommodations.

Repeat violations within the same school year result in immediate device confiscation and additional disciplinary action for subsequent offenses.

Confiscated devices must be stored securely and can only be released to a parent or legal guardian, who has three months to retrieve the device before it is forfeited to the school.

Schools, teachers, and administrators are shielded from liability for loss, damage, or destruction of confiscated devices stored according to proper procedures.
