Requires all newly manufactured washing machines sold in Hawaii to be equipped with microfiber filtration systems (100 micrometers or less mesh size) by January 1, 2042, with a phased implementation starting at 10% of units by 2032 and 50% by 2037.

Mandates that washing machines with filtration systems bear conspicuous labels instructing consumers on filter maintenance and proper lint disposal with household solid waste.

Requires manufacturers to certify compliance with the Department of Health, including descriptions of compliant units and signed attestations from authorized officials.

Establishes civil penalties of up to $10,000 for first violations and up to $30,000 for subsequent violations by manufacturers.

Protects retailers and distributors from liability if they relied in good faith on manufacturer compliance certificates.
