Prohibits the sale, possession, or use of neonicotinoid pesticides (including acetamiprid, clothianidin, dinotefuran, imidacloprid, and thiamethoxam) in Hawaii beginning January 1, 2027.

Exempts certified pesticide applicators, licensed pest control operators, and state agencies conducting rapid response efforts against invasive species from the prohibition.

Requires the Department of Agriculture and Biosecurity to conduct health and environmental risk assessments on multiple timelines: draft imidacloprid assessment by January 1, 2028; evaluations of other neonicotinoids and aquatic organism impacts by July 1, 2028; and a final determination on all impacts by July 1, 2030.

Mandates the department to adopt necessary control measures for neonicotinoid pesticide use by July 1, 2032, based on evaluation findings regarding impacts on pollinators, native birds, aquatic organisms, and human health.

Requires assessments to consider cumulative or synergistic impacts of exposure to multiple neonicotinoid pesticides, unless the department demonstrates they do not share common toxicity mechanisms.
