Requires the Hawaii 911 Board to establish a statewide emergency safety profile system pilot program allowing residents to voluntarily create secure profiles with medical conditions, disabilities, mobility limitations, emergency contacts, and communication needs for 911 dispatchers.

Personal safety profile information is only accessible to public safety answering points when a 911 call is made from a phone number linked to the profile.

The pilot program must be available in all counties, integrate with next-generation 911 systems, support multiple languages, and include public outreach targeting kupuna (elders) and individuals with disabilities.

A working group must be convened with representatives from all four counties, the Department of Health, Executive Office on Aging, Disability and Communication Access Board, and Hawaii State Council on Developmental Disabilities.

The 911 Board must submit a report to the legislature by 20 days before the 2031 regular session, with the program set to repeal on June 30, 2031.
