Transfers responsibility for maintaining channels, streambeds, streambanks, and drainageways from the counties to the Board of Land and Natural Resources (BLNR)

Grants BLNR authority to maintain these waterways in suitable condition to carry off storm waters and remove debris that could create unsanitary conditions or public nuisances

Requires privately owned channels, streambeds, streambanks, and drainageways to be maintained by their respective owners

Establishes civil penalty of up to $500 per day for private entities or persons who refuse to comply with BLNR orders regarding maintenance responsibilities

Repeals Section 46-11.5 of Hawaii Revised Statutes, which previously assigned stream and drainageway maintenance duties to the counties
