Sets stricter standards for turtle nesting habitat areas, requiring amber LEDs with specific wavelength limits, zero uplight rating, and positioning so lights are not visible from turtle nests or the waterline

Exempts fixtures installed before June 30, 2026, Department of Education facilities, emergency lighting, holiday decorations, and counties with populations under 100,000
