Amends Hawaii Revised Statutes Section 514B-104 to require condominium associations to comply with county ordinances and state and federal laws, rules, and regulations, including mortgage lending requirements, when exercising their powers

Amends Section 514B-106 to require condominium boards to comply with the same governmental laws and regulations when acting on behalf of associations

Adds new requirement (Section 514B-132) for managing agents to comply with declarations, bylaws, and all county, state, and federal laws, including mortgage lending requirements

Extends managing agent compliance requirements to unregistered managing agents and those managing planned community associations under chapter 421J and cooperative housing corporations under chapter 421I

Takes effect upon approval by the governor
